This question as stated is to vague to answer. The reason it is vague is 1. Chronic means on going or long term. 2. Obstruction disease doesn't tell what is obstructed.

When people refer to chronic obstruction my first thought is the disease they call COPD.
Chronic Obstructive Pulmonary Disease. Which is emphysema or chronic bronchitis, Asthma. Any long term respiratory disease causing difficulty breathing which is incurable at this time. Symptoms are treated but as the disease progresses more hospitalizations secondary to infections, then antibiotic resistance, steroid therapy. But for a more definitive answer more information about what is obstructed is needed.
