A solar eclipse occurs. This happens when the moon blocks the sun's light and casts a shadow on Earth, temporarily obscuring the sun partially or fully from view.
An eclipse occurs. When the moon lines up between the Earth and the sun, it casts a shadow onto the Earth's surface, causing a solar eclipse. When the Earth lines up between the moon and the sun, it casts a shadow onto the moon, causing a lunar eclipse.

A solar eclipse occurs when the moon casts a shadow on Earth. A lunar eclipse occurs when Earth casts a shadow on the moon. Since Earth is larger than the moon, it casts a larger shadow, resulting in a longer eclipse.

At noon, or when the sun is in the middle of the sun is in the middle of the sky. It is directly above you so it casts arely any shadow. One could argue that it is shortest at night, when it is non-existent, but that technically means that there is no shadow to measure.
