One issue!?
I suspect there were many issues that needed to be worked out. If you get a room full of delegates with competing agendas together in order to draft a document to define a country it would take a miracle to pull off.
Edmond Ranolph
The issue that nearly deadlocked the Constitutional Convention was the debate over representation in Congress. Larger states favored the Virginia Plan, which proposed representation based on population, while smaller states supported the New Jersey Plan, which called for equal representation regardless of size. This conflict was ultimately resolved through the Great Compromise, which established a bicameral legislature with proportional representation in the House of Representatives and equal representation in the Senate.
The Constitutional Convention?
An amended version of the Virginia plan was adopted at the Constitutional convention. The Constitutional convention was held in Philadelphia from May 25th to September 17th, 1787.
