There IS such a thing as the Congressional Medal of Merit, it's just not a military award. It is an award that may be made by any US Congressman at his/her own discretion to anyone he/she deems fit for the award. I believe it was Buffalo Bill Cody, who was awarded the Medal of Honor as an Indian Scout for the US Army in the late 1800's. FYI, it wasn't a "personal" thing.
