Always do your hair first; if the stylist needs to use any water on your hair and it gets on your makeup, you'll have to redo your makeup.
As far as how early...depends on the event. Sometimes you won't have any control over it--if this is for prom night, you might have to settle for a morning appointment because of overbooking at the stylists'. You'll have to touch up your powder and re-do your lips no matter how late you go.

I would recommend that you don't start using makeup too early. Young skin doesn't need foundation, its fine how it is, as it is already smooth enough, and the skin can often be too delicate to apply makeup without possibly damaging it. I would recommend starting at 10 at the very earliest.
