There are many private charity organizations that work hard to protect many animals considered endangered. The snow leopard among them. The Endangered Species Act of 1973. and the "IUCN" International Union for the Conservation of Nature are both govermental based and driven. There are advantages to this, in that laws can be written and enforced to protect the animals listed as endangered, but there are also the disadvantages that always come with any govermental organization.
