The exact ones had not all been determined, but if necessary target cities would have been found for the additional 21 MK-III atomic bombs scheduled for production before the end of 1945 and for however many that might be made after that.
The remaining cities on the initial list (Kokura and Niigata) would have been hit in late August and early September. Additional cities would have been added to the list beginning after the last bombing in August so there there would always be at least one secondary target.
Actual final selection of cities was to be made by the Field Commanders using the list, based on weather conditions, etc.
