No. Al Qaeda is not a government as such, just an organization of terrorists. Some Al Qaeda apologists try to convince people that the US government did 9/11 themself, presumably so they could look incompetent at their jobs.

They were harbouring many of the Al Qaeda. The Al Qaeda were responsible for intentionally crashing aircraft into the Twin Towers in New York and into the Pentagon. And the attempt to fly another commercial airplane into yet another national monument on 9/11.
