The best RuneScape outfit is truly opinionated; however, to truly show off wealth, the most expensive outfit possible would consist of the following:
Blue Partyhat
3rd Age Platebody
3rd Age Platelegs
3rd Age Amulet (preferably Amulet of Fury)
Bandos Boots
Berserker Bracelet (preferably (Barrows) Gloves)
Any Cape of Achievement (Skill Cape) (preferably Fire Cape or (Soul Wars) Blue Cape)
Divine Spirit Shield
Staff of Light (preferably (Blue or White) Abyssal Whip) U BETTER DO AGS
Most of the above items are very difficult to come across, even with the appropriate amount of money to purchase said pieces. Your best bet is to play around with the assorted items and try visiting the Gnome Stronghold for a broader selection of colored clothing(s).

The overall best f2p Runescape weapon is actually a range weapon - Maple Longbow (sighted). It has a range bonus of over 100. The best f2p degradeable weapon is the Gravite 2h. Both are Dungeonneering weapons and need 45 Dungeonneering levels.
For F2p it would be the Rune 2Hander as it has the highest str bonus, but i prefer the scimitar:D
