There have been many Muslim Empires dominated by Islam. The last Muslim Empire or Caliphate was Usmani Caliphate (also known as the Ottoman Empire) in Turkey.
I would say that would have been Napoleon Bonaparte.

There has never been an emperor of Europe. There have been emperors of European countries/empires, but not of Europe itself.
There have been tons of European empires, either based out of or in Europe. They include the Roman Empire, Macedonian Empire, British Empire, Holy Roman Empire, and Russian Empire.
If Napoleon had won then France would have continued to be the greatest power in Europe, and would not have been eclipsed by England: France would have become a large and wealthy country that dominated Europe. The 'what ifs' would go on forever about what MIGHT have happened or what COULD have happened if this HAD happened but it didn't. The European Union would have formed much more earlier.
Dacentrurus was a large stegosaur. Its bones have been found in Europe.
There is no single language that has been the official language of most empires.
The war in Western Europe began on May 10, 1940. Germany had been successful in Poland in 1939. With the East secured, Germany set its sights on Western Europe. France dominated Western Europe, and seemed well qualified to use all of its defensive power to halt the Germans.
