The only way to get Jirachi in Diamond Version is to import it through the Pal Park from either Ruby or Sapphire Version. In either Ruby or Sapphire, though, the only way to get Jirachi in the first place is to play either Pokemon Channel or Pokemon Colosseum and import it from there.
One of my friends told me you can get jirachi at the end of Mt. Moon and I have tried but I can't figure out how to get there. I do believe there is a jirachi in heart gold version because there are sinnoh Pokemon in it and I have found mewtwo. In gold version however, jirachi cannot exist for gold version was made before jirachi was. I wish you luck in finding the legendary jirachi and other Pokemon!
The only way to get Jirachi in Ruby or Sapphire is either to pull it off the Pokemon Colosseum Bonus Disc (US version) or from Pokemon Channel (European or Australian version). In either case, a cable that connects the Game Cube to the Game Boy Advance must be used, and an empty spot in the party is required, at least in the case of the Bonus Disc. _____ well if you have the game cube game POKEMON CHANNEL, after you beat the game on channel, on the start menu go to options then Jirachi or something! U HAVE TO HAVE a link cable from game boy (or SP) to game cube and it transfers a Jirachi!done and simple!
You need the game Pokemon Channel for the gamecube. After unlocking the full version of The Pichu Bros. in Party Panic, Jirachi will appear, and the mini-movie will be shown above the campfire. It can be downloaded onto a version of Pokémon Ruby and Sapphire. Once its on your Pokémon Ruby or Sapphire, you can get it through the Pal Park onto your Pokémon Diamond.

i don't think so since sapphire is a game-boy version and diamond is nintedo ds version but since sapphire is a game-boy version you can migrate Pokemon from there.
