The Ozone layer. Or the whole atmosphere in terms of air pollution / climate. Then again land surface is most important part of the surface layer because that is where we live. The sea is a larger part of the Earth's surface layer and plays a huge part in climate so I guess that makes it important. The plates on the surface layer are pretty important because they shift and cause volcanoes which affects the air and climate. The outer magnetic layer called the Van Allen belt is absolutely important otherwise we would have been toasted by radiation. I would be hard pressed to choose a single layer - they all form part of a complex system.
