It depends which political system is in place. Some governments work for themselves, some for 'the people', some for some of the people. In a democracy the government should, in a sense, work for '(all) the people'.
In today's world, the vast majority of national governments are called democratic ones. Other types are called monarchies and some still are classified, or indeed call themselves communist governments. Another type, as the one in Iran is, are a religious government.
Monarchy governments can vary greatly and there are many different types of monarchy governments which could lead to tight restrictions being placed on people in the event that a Monarch considers themselves absolute.

Being an American I speak from the bias of loving freedom. A good government protects the people of the nation. A bad government rules over the people with use of fear tatics, bullying, oppression and removal of the people's rights and freedom. A good government represents the people. A bad government protects itself. A good government does not execessively tax the people and uses the tax funds to care for the country. A bad government excessively taxes the people and uses the funds to keep for themselves and not benefit the people. These are condsidered good forms of governments: parlimentary with elections, republics and ferations with elections, socialism with elections and benefits the people and monarchies that benefit the people. These are considered bad forms of government: fascist governments that oppress and harm the people. Nazi type governments that harm people, keep the tax funds for themselves and have an evil ruler, Communist governments with a evil ruler such as Stalin; or the current ruler of North Korea where the people are restricted severely and suffer severely; and monarchies or dictatorships where the rulers benefit themselves rather than the people, such as when Hussein ruled Iraq.
In the United States, there are 50 political entities called States. They each have governments and are charged with governing the people within them. By the US Constitution, all powers not delegated to the Federal government are left to the States to decide for themselves. Generally speaking, the State governments are modeled much like the Federal government. They have 3 branches, executive, legislative and judicial. They all serve to create a balance of power within the State.
