The legislative branch lays and collects taxes. They have what is called the power of the purse. They control everything that involves federal money.
Typically, the bills that the legislative branch of government put forth allocate the funding.
The legislative branch is the only branch of government that can introduce bills of any kind. However, according to the US Constitution only the House of Representatives may introduce bills for raising revenues.
The U.S. Constitution, Article I, Section 7, Clause 1 states: "All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills."

The legislative branch of Government (Congress or Parliament) decides on Government budgets, so it authorizes itself or others the money to pay the bills with. The actual paying of bills will be done by any Government agency or Branch that is directly responsible for payments under any Congress-approved budget.
Legislative branch writes laws and executive branch enforces laws. Legislative branch appropriates money and executive branch actually spends it. Legislative branch must approve all federal judges.
