Heart rate and breathing are regulated by a part of the brain stem called the medulla oblongata. This part of the brain stem controls breathing, heartbeat and articulate speech. As far as trembling that is a result of the automatic nervous system activation. It can also increase heart rate and increase breathing rate but it is not a control for these three. This part is called the sympathetic half of the autonomic system, the other half is the parasympathetic.

You can not live without the medulla. A blow to that area will kill.
