After you beat the elite four, there will be a new area in the safari zone will be opened. Just head north until you see the "path" that only the acro bike go on, then head east. That's where you can find sunkurn, as well other Pokemon, such as Mareep, Wooper, Stantler, Houndour, and many other pokmeon as well.
