Regeneration, if your talking about the process thru which an organism can regrow a damaged or lost body part by using cell division, can be used by starfish and an octapi and other organisms but not every.
Easy, it happens when a part of the body of an animal(the parent) is cut off and that part turn into another animal of the SAME kind of it's parent it's already called regeneration. Examples of such animals is a starfish or seastar (scientifically).
The phylum that is known for its remarkable ability of regeneration is the Phylum Echinodermata. This group includes organisms like starfish and sea cucumbers that have the ability to regrow lost body parts, such as arms, through a process called autotomy.

Fragmentation is the ability to regrow body parts...like with a starfish, or worm. Only the worm will grow two butts, so the second half will die. But with the starfish as long as you cut through part of the nucleus (Middle) it will regrow the missing parts.
Starfish are able to reproduce sexually and asexually. Asexually, the starfish are able to reproduce if part of the starfish's arm is removed, along with part of the central body. From that detached piece, another starfish will form, along with the first starfish regenerating a new arm where the original arm was located.
