The highest tide occurs when the moon is either a 'New Moon' or a 'Full Moon' reason; When the Earth, Sun, and Moon are nearly aligned, and the tidal forces add up from those three. (Always the highest Tide is when a New Moon and Full Moon) The 'weakest' high tides occur when the moon is on it's First and Third quarter moon.
