There are many: Adam & Eve, Cain, Enoch, Noah, probably Shem, Abraham, Isaac, Jacob, Moses, and the prophets. He spoke to the Congregation of Israel in the desert on Mt. Sinai. Jesus, as a God Family member who came from heaven (see John 3:13), spoke to thousands and thousands.

Today, God speaks to His called out ones, His first fruits. Consider that the heavens proclaim God's glory (Romans 1:20) and His word (The Bible) is truth (see John 17:17).
