Okay, any proven blood at all means you technically are, but to truly be, you must be proud and adopt or continue some of the culture. However, if you don't look Indian or if you aren't a great percentage, you won't be taken seriously by most.
I've several answers to this question: Some say 1/8th, others say 1/16th, some say 1/32nd. As I understand it, the various tribes have various regulations (???) As the US Census Bureau recently updated their way of defining/separating Latinos/Hispanics, it may be best for you to contact them directly, or your friendly local Federal BIA office.

You pay to have a DNA test. That test can tell you if you are part American Indian and if so what tribe you are probably a part of. It can also tell you what percent you have of Indian blood. I think I could be 1/32 from Africa, 1/32 from China, 1/16 from Ireland, 1/8 American Indian... I do not remember the rest. There is no telling what your DNA will reveal.
