Each has their own strengths. The Blood Elf Hunter can use his racial ability to gain a little more mana to continue fighting a little longer. The Orc however has a racial passive bonus to pet skills, the bonus makes the pet hit 5% harder. That along with the racial active bonus makes the orc the better race for hunters.
All hunters of any race can obtain a pet at level 10. You'll receive a quest from your hunter trainer and after you complete the chain you receive the ability to tame beasts to become your pet. You can also get companions which are available to all classes. Most companions do not fight and are just for show.
Originally, prior to Cataclysm, you had to talk to a specific trainer. Speak with a Hunter trainer and he will direct you where to go. After Cataclysm, hunters automatically get a pet at level 1.

If you are a hunter and are wanting a new pet to level with you would have to get to lvl 10 go to your trainer then go tame a beast. If you are talking about a non combat companion you would have to go to the Auction House and go buy one or you could go to Wowhead.com and search for a companion pet.
you can get a pet if you are a hunter or warlock. a hunter tames a monster to be a pet. a warlock summons pets. for more info check out www.worldofwarcraft.com

Well, you will now automatically receive a pet at lvl one, the type depending on your race (like worgen get mastiffs and tauren get striders), however you cannot control your pet and/or tame a new pet until lvl 10, which you have to do a quest for I believe, although Cataclysm may have changed this. Once you get the power tame beast, then you can use it on a beast, and most all beasts are tamable. DO NOT attack the beast while taming, or it will break the spell. Then feed your pet with fish, meat, bread, fruit, mushrooms, or whatever it will eat until it is happy.

personally you'll probably be in durotar when you hit lvl 10 and i think that a boar is a nice starting pet...it has a decent amount of defense along with doing decent damage.

You simply re-summon it. If you are talking about a hunter pet that dies in battle, then you have to use the hunter spell "Revivie Pet".
