The "new moon" by definition is the moon phase where it is completely in the earth's shadow, and we cannot see it at all. New moon is the exact opposite of "full moon".
The moon is always the moon - though we cannot see it in the phase known as "new moon" - but it's still there.
That is the new moon phase.
The new Moon "phase" is when the Moon is (more or less) in front of the Sun. We cannot normally see the Moon in this phase. If the Moon is exactly in front of the Sun, the Moon covers the Sun and we see a solar eclipse.
Any person on earth can see the phase of the moon by looking for the moon in the night sky. The only reason you would not be able to determine the phase of the moon by observational means would be if the night sky was obscured by clouds.
The phase in which the moon is not visible from earth is called the "new" moon. It happens when the moon is aligned between the sun and the earth (every 28 days), which causes the side of the moon that we usually see to be in shadow.
That configuration is known as the "New Moon" phase.
The phase of the moon when it is all dark and you can't see it at all is called the new moon. During this phase, the moon is located between the Earth and the Sun, so its illuminated side is facing away from us.
You can see all three of these. The phase of the moon when it is not visible is called new moon.
Where I live, there is a distinct no-moon phase. Thus I cannot see any new moon within the old moon.
