There are many different iphone and ipad apps that teach Chinese. The common ones are I Learn Chinese - Read and Write Characters, Chinese Writer for iPad, MagiChinese and KTdict C-E (Chinese-English dictionary).

go to translate.google.com on your phone and it can do it for you. If you mean how can you translate the symbols that you can't copy, that's impossible.
It depends on what kind of phone you have. If it's a phone with a "change language option", then good for you. If not, then ... you won't be able to send messages in Chinese.

I had this problem. It's either an app or a language selection issue. I fixed mine by taking the battery out, but it may need to be reset to factory settings, which is a pain if you have a Chinese phone as then all the settings are in Chinese. There are instructions on youtube that show what the relevant chinese words look like, or you could pop down to your local Chinese takeaway.
