Technically speaking, considering he is a legendary, it would be quite high up. However it depends on the moveset and against which pokemon it is up agaisnt. Out of base stats he is very high up, but because he is a legendary he can not be used in competitions or in Battle Tower or Park.

There is no strongest pokemon. The best you can do is have a balanced team with a wide variety of moves. But it could be groudon. If you teach it solarbeam, and strong fire, rock, and earth moves. it will pwn.

you have to have gotten groudon and you also have to get kyogre from a Pokemon heartgold (no other kyogre will work) then talk to mr Pokemon again and if u show him the groudon and kyogre he will give u the green orb, then go to the same place where you got groudon and rayquaza will appear
