I think you mean Devon, which is a county in the South West which has a mild, wet climate that supports very good pasture-land, although it is also possible that you mean Claridges, which is a very posh, long established hotel in London known for it's sumptuous afternoon teas. Other counties in the South West also do very good cream teas; Cornwall particularly is known for its clotted cream.
