All of the Gas Giants have rings, even Jupiter. Except for Saturn, they are very thin and, well not small but comparitivley small in reference to the planet.

They do not NEED rings. The Earth, for example, is a perfectly well formed planet and it manages to do that without rings!
Life which does not originate from planet Earth may very well have developed on other planets. There is really no other explanation for where it would have come from.
