Nope. But he is really cool. Every ten levels he learns sketch which then can be used to teach him literally any move.
All you can catch is smeargles- I like them alot.They have the move sketch,which basicly takes a move and uses it permanantly!REALLY cool.
In Pokémon Emerald, Smeargle's only level-up move is Sketch which it will naturally have once captured but it will then learn the move at Level 11 and every 10 levels after however it will stop learning Sketch at Level 91. Sketch is an attack that will copy the move of a Pokémon's but only the last move that was used by the opposing Pokémon.

? I dunno raise it. but if you want egg moves vs a pokemon that knows the move you want the smeargle to know sketch the move, run away and breed the smeargle and the baby will know that move if its an egg move
Smeargle is a Normal type Pokemon known especially for its unique move Sketch. It cannot be caught anywhere in the wild in Pokemon FireRed and must be traded over from another game.
To teach Smeargle False Swipe you need to find a Pokemon to fight that knows False Swipe. Make sure Smeargle has at least one copy of the move Sketch. During the battle with the Pokemon that knows False Swipe use Sketch after the opposing Pokemon uses False Swipe. If done correctly your Smeargle's Sketch should permanently turn into a False Swipe.
