I have found in my research that the population that would be most adversely affected by deinstitutionalization would be the mentally ill without a family to take care of them and their needs. With only the most severe cases going to institutions, and yes they still exist for those with the resources to pay for them, that leaves the others who are in need to basically fend for themselves. You have no idea how many homeless are mentally handicapped. I volunteer in the local soup kitchen and I have found that most of these mentally ill homeless are not even capable of taking care of themselves, and do not fully understand their own situation. Also the groups that have to provide support for these homeless have been strained. Their resources, in which were already spread thin with the economic situation, are being used for situations that they were not designed to deal with, and taking away those resources from those who they were designed to take care of.
