The Union's conscription laws that were passed in March of 1863, had a few loopholes that allowed potential draftees to avoid serving in the US military forces. One of the loopholes was that a $300 payment to the US Treasury would exempt a person from having to serve. Approximately $15 million was raised by the government this way.
