Start -> Control Panel -> User Accounts. Click "change the way users log on and off". Uncheck the "Use the Welcome screen" box. Click Apply Options button. Bye bye blue screen! :-)
For Windows XP, Vista, and 7, the "logon screen" or Welcome Screen. In Windows 8, it's the "Lock Screen".
