The Eucharist is the ultimate expression of the Church's liturgy, but the other sacraments and sacramentals, as well as the Divine Office are all part of the Liturgy or official public prayer of the Church. Anytime anyone, priest, religious, or layman prays their Breviary in their private room, they are an official representative of the Church presenting the Church's public prayer to God.
Liturgical prayers are those offered during any of the liturgies of the church. This includes Sunday mass, daily mass, the liturgy of the hours, wedding and funeral masses, etc.
There is no Mass or communion or Blessed Sacrament present but they can still pray at church. Many parishes have morning prayer of the Liturgy of the Hours at church on Holy Saturday.
