It is called "The Spoils System." The phrase was coined after President Andrew Jackson began replacing ggovernment officials with people of his choice basing it on the military theory that "To the victor belong the spoils." "Spoils" refers to the spoils of war, i.e. everything that had belonged to the losers of a war that the winner wanted.

Flaws in the electoral system began to appear in 1796. The system, at that time, resulted in the President and Vice President being from different political parties.

The party system that began when the first Republican was elected president in 1860 was the emergence of a two-party system dominated by Republicans and Democrats. The Republican Party was formed in the 1850s as an anti-slavery party, and the election of Abraham Lincoln as the first Republican president marked the start of their political dominance in the North and ultimately the reconfiguration of the party system in the United States.
