The constitution of the state of Nevada was written in July of 1864. The people in the Nevada territory approved it by vote on September 1, 1864. President Abraham Lincoln officially admitted Nevada to the Union on October 31, 1864.
Most records of that era, say that Nevada officially entered the United States as a State in 1864. There had been some discussions that President Buchanan proclaimed Nevada to be a State in 1861. That seems not to be true.
