None - No president had the idea for Boy Scouts.

Various youth organisations existed on small local scales when Lord Baden-Powell invented and started the scouting program we knew today. A few years later is was brought to the US by William Boyce.

Most US presidents sicne scoutings inception in the US in 1910 have had some relationship to the scouts but none of them can take credit for the idea of it.
