One of the problems President John Kennedy faced in Laos was the Communist Laotian nationalist movement. In 1962 a peace conference was held in Laos but this did not stop the civil war.

So, the three of them escalated it bit by bit. Despite the acts of President Nixon, he had run for president on the promise to end the Vietnam War. This he accomplished.
He was more concerned about Laos than Vietnam. He apparently believed that that is where the trouble might start.
