Carpetbagging was never outlawed and was not illegal. A carpetbagger was a Northerner who came to the South after the Civil War. Some came to make money. Some were crooks and committed white-color crimes. Some came to teach the blacks and make sure they got their rights are citizens. They were resented by Southerners who mostly did not want the blacks to have equal civil rights and were driven out of some places by White Liners (paramilitary organization devoted to white supremacy.)
Nobody outlawed political parties in the US. The framers of the Constitution did not anticipate their formation and Washington did not like them. Congress outlawed the American Communist Party while Eisenhower was President.
