The affects of this on the reform of the AFDC, or Aid to Families with Dependent Children, was the second order devolution, which was a flow of responsibility from state to local governments, which led to the third order devolution, which increased the role of non-profit organizations and private groups in policy implementation.
Federalism was an option for some people as they saw it as a way to increase their participation in politics, to get rid of tyranny and to implement new ideas through the states. These people supported devolution of power from the national government to state governments.
