The GOP, being of course the Grand Old Party, AKA the Republicans, in congress supported the idea of devolution because the idea of a smaller, less powerful central government is at the base of Republican ideals.
The affects of this on the reform of the AFDC, or Aid to Families with Dependent Children, was the second order devolution, which was a flow of responsibility from state to local governments, which led to the third order devolution, which increased the role of non-profit organizations and private groups in policy implementation.
