No. The first president featured on a circulating U.S. coin was Abraham Lincoln on the cent beginning in 1909. James Monroe appears on a presidential dollar, dated 2008.
Well he was first to be pictured riding a horse but historically he is known to be pictured on a coin

There's no such coin. The late president Franklin Roosevelt has been pictured on the dime since 1946. In any case General Eisenhower hadn't been elected president yet and was very much alive in 1950 so he couldn't legally be portrayed on a circulating coin.
The first circulating $1 coin to carry a picture of a US president was issued from 1971 to 1978. It carried a portrait of Dwight Eisenhower. Before that, all circulating $1 coins, both silver and gold, featured images of Miss Liberty.
Helen Keller was pictured on the reverse. George Washington, as with all of the state quarters, was on the obverse.
