I suspect you are referring to the first term of Franklin D. Roosevelt, which began on March 4, 1933 and ended January 20, 1937.
The 20th Amendment to the U. S. Constitution, which changed the date when Presidents and Vice Presidents begin and end their terms from March 3/4 to January 20, was ratified on January 23, 1933. The Amendment also changed the date when the terms of Congressmen and Senators begin from March 4 to January 3.

If you mean the president, the Constitution determines that he or she can be elected for a 4-year term, and can be re-elected for one additional term. Dilma Rousseff was inaugurated as President of Brazil on 1 January 2011.
