Following the defeat of Union General John Pope and his Army of the Potomac, General Lee was confident that conditions were ripe for an assault on the Northern frontier. Outflanking Pope, Lee was able to cross the Potomac River. He was unable to lay siege to Washington DC in that he lacked the artillery and manpower necessary to place the Union's capitol in serious danger. This was not known by the Union military at the time however.
Union General US Grant had proposed in early 1864 to send a joint naval and infantry force to capture the valuable port city of Mobile Alabama. Had these plans been approved in Washington DC and the operation was a success, 25,000 Union troops could have prevented any Confederate reinforcements from reaching General Johnston.

Several Confederate Generals proposed ways to assault Washington DC, in order to slow down the advances of the Union army in the South. One plan was offered by Confederate General Braxton Bragg.He called upon Jefferson Davis to begin an assault on Washington DC with all available forces not required to defend key points in the South.

Confederate General George W. Rains graduated from West point in 1842. Among his graduating class of 56 cadets, he ranked third. He is best known for his work in torpedoes in the US Civil War. He was the younger brother of Confederate General Gabriel Rains.
Confederate General Jubal Early tried to relieve the siege pressure that Union General US Grant was placing on Petersburg. He led a raiding party of sorts north to Pennsylvania, which did little to change the war, however, it did cause US Grant to prevent any Confederate operations on Washington DC, by sending troops north to help reinforce the Union capital.
Following the Confederate victory at the Second Battle of Bull Run in 1862, the prospect of placing the Union capitol under siege would have dealt the North a serious blow. This, however, was not possible as General Lee lacked the manpower and heavy artillery that would be required.
