In modern American history there would be a toss up between Ted Bundy who is thought to have murdered 200 to 300 women. He was convicted of 16 murders but there is outstanding circumstantial evidence of more. On the other hand you have Gary Leon Ridgway (Green River Killer) who claimed at leas 48 victims on record. Circumstantial evidence says 71 victims but they can't pin him. In the world it would be Christman Gniperdoliga… Read More

This does happen occasionally. The Green River Killer Gary Leon Ridgeway broke down when a relative of one of his victims forgave him.
According to Ridgeway himself in his 2003 confession after his arrest, Patricia Yellowrobe, who disappeared in 1998, was his last victim. This may or may not be the truth. Actually, Ridgeway had killed so many women over such a long period of time (2 decades) that even he could not recall all of them. Anitra Mulwee went missing December 31, 2000, and was later found in the Green River. It is possible she could have… Read More
One of the more memorable collaborations was serial killer Ted Bundy and Robert Keppel, a member of the Green River Task Force in Washington State. Bundy offered his unique 'take' on the serial killer known as the Green River Killer. Although it is doubtful how much help he really was, police would have tried anything to catch the killer. Despite an IQ score of 80, Ridgeway was very organized in the commission of his crimes and evaded arrest for two decades. Technology and science finally caught up with Ridgeway, who confessed to over 60 murders of local prostitutes and/or runaways.

After that the killer began to diversify his dump sites to wooded areas on Seattle's urban fringes. There were also some bodies dumped over the state line into Oregon. Some bodies were buried while others left out to the elements.
Defenitions might resolve that question. He was not in the sense of a personal killer like Dahmer or Ted Bundy. He was not a Nighstalker, a Green River Killer or anything like that. He was responsible for deaths counted in the millions, just as Hitler was.
