You gain nothing except the satisfaction of completing the longest Pokedex to date. Talk to Professor Oak after you have completed your Pokedex (which to this day is still not possible without the use of a cheating device.) and he will give you a Up-Grade which is useless now because chances are if you have a complete pokedex you already had a evolved porygon. He will than praise you for completing the task.
You have to go into tall grasses, caves, water, and swampy grasses to find Pokemon. If you capture the Pokemon, they'll automaticly add to your Pokedex. If you complete the Pokedex and you got to Prof. Birch, Prof. Oak or whoever, then you can get a prize.

To find TM46 in Pokemon Platinum you first need the HM move Cut. Now go to Eterna City and look near the northern part of the city for a tree to cut down. Past this tree and near a building should be the TM 46.
