Gophers are burrowing animals, who rely on soft soil to dig burrows that serve as their homes, pantries, and nurseries, so without patches of dirt in which to dig these burrows, a gopher would have no way to survive.
Gophers eat grass, roots, bulbs, tubers, and seeds, and they love vegetables. While most of the city would prove a rather inhospitable environment for the gopher, if one were to find its way into a city garden, I imagine it would find itself quite happy-until the garden's proprietors got sick of having their vegetable eaten.

Rome was a very crowded city and the living conditions for the poor wasn't very good. They lived in multi story apartments and because they used open fires to cook with and for light the area would often catch fire. Once on fire the living quarters burned very fast and moved quickly. Putting out the fires was the problem. They did begin a city fire department to solve the problem.
