Level it but the wobbly is not allowed. The fan is out of balance and needs some repair right now.

Allow any accumulated water to evenly run out of the cabinet
Several things can cause this. A clogged filter, bad/dirty blower, dirty fins on outdoor condensing unit or the fan in the outdoor condensing unit not running or not running properly can all cause poor air flow and cause ice on the pipes. Low coolant level can also cause this. So, try the easy things like cleaning it and changing the filter first and see if that helps. If it doesn't, a tech will probably have to come out to recharge the unit and look for a leak.

You should consult a doctor to find the cause. Whatever the cause, you should not have to put up with that level of discomfort and there are several options available depending on the cause of the problem.

A plugged transmission filter can cause your transmission to hesitate when you shift into drive. A collapsed vacuum hose can also cause the problem.
First step in refrigeration is evaporation. The next step is compression, which raises the pressure of the refrigerant vapor. Condensing is the third step and is where the heat transfer takes place. Expansion is the fourth step and is where the condenser cools the refrigerant even more, to a level below the condensing temperature.
