Some problems that came with the growth of towns and cities include overcrowding, increased pollution, inadequate infrastructure (such as water supply and sanitation), traffic congestion, social inequality, and strain on public services like education and healthcare.
Before the industrial revolution, people lived in small towns next to large agricultural sections. The industrial revolution brought people from small towns together into large cities. The population of cities increased due to the added population of the farming towns.

The cities were way behind when it came to sewage and sanitation disposal. Housing was in high demand and short supply. Infrastructure and streets were lacking. Law enforcement had to be beefed up.
It grew long before the 20th century. Agriculture gave man the means to establish towns that turned into cities because they didn't need to follow herds of animals to eat. With cities/towns came government, art, religion, and other needs of civilization.
