Solar wind is a stream of energetic charged particles emitted from the sun. Their energies are many times stronger than X-rays, the common man-made radiation on earth. The earth surface is mainly protected with the earth's magnetic field. Most harmful particles are trapped or deflected away from the earth when they are approaching the earth's magnetic field.
Above the atmosphere where the earth's magnetic field is weak, the satellites or astronauts will be bombarded with lethal particles and can suffer irreversible damage. Integrated circuits (IC's) on a satellite cannot survive solar winds for long. Once a critical IC is fried, the satellite may become inoperable. IC's and humans don't survive without heavy protection out there.
Satellites closer to earth will have a lesser chance of being hit, but their brains (IC's) still need protection from prolonged radiation.
On the ground, unless the earth's magnetic field has an anomaly, humans and IC's are both quite safe from the effects of solar winds -- no extra protection needed.
