Truman did not do this based on any socialism idea, he made it clear that this was a temporary action, a war measure, so to speak, to protect US troops.As an aside, President Lincoln also took "war measures" during the US Civil War. These, however, were more "political " in nature. The idea of Lincoln taking control of the firearms industry would have been so radical ( and impractical ) that it would have never been even thought of.
