Currently there is no The Lion King 4 and there has never been any official information from The Walt Disney Company that any such film would even be in production. It's nothing more but fan based daydream with no facts behind it.
A fourth Lion King film will not be released in 2010 as Disney did not officially announce that it was in production at all.
