There is a lot of middleware in the game, but it runs mainly on C++. Using their own in-house and other developer tools, Bethesda was able to make the game however they wanted. You probably can't on your own.

If you play on the PlayStation or Xbox, creating a witch is difficult, as they will all attack you. On PC you can add yourself to the Hagraven faction and live with witches, hagravens and/or Forsworn, but the code to become a Hagraven is a bit buggy and unplayable.
to input a code on oblivion press the ` key. Its the key under esc. The only bad thing is if you use a computer with windows vista you cannot enter codes and the button does nothing.

get two of the same scrolls and an item, click the scrolls twice, and drop the item you want to duplicate, the more scrolls you have the more duplications you make, you can also duplicate scrolls for bigger duplications
